International conference on state and local self-government held in Almaty

On April 10, 2026, an international scientific and practical conference titled “State and Local Self-Government in the Republic of Kazakhstan: Current State, Problems, and Prospects” was held at Kunaev University in Almaty as part of the grant project (GF AR23489679 “Formation of an Effective System of Local Self-Government in Kazakhstan: Status, Problems, Solutions, Innovations”), in cooperation with the Commission on Human Rights under the President of the Republic of Kazakhstan.

During the conference, participants discussed current scientific, theoretical, and practical issues related to the development of local self-government in Kazakhstan and foreign countries. The discussions covered the legal framework for public participation in local self-government, issues of information transparency of local self-government bodies, interaction between state authorities and local self-government, as well as a draft collective monograph prepared within the framework of the Kunaev University grant project.

Welcome remarks were delivered by the Chairman of the Commission on Human Rights under the President of the Republic of Kazakhstan, Doctor of Legal Sciences, Professor Igor Rogov; Judge of the Constitutional Court of the Republic of Kazakhstan, Doctor of Legal Sciences, Professor Aizhan Zhatkanbayeva; and President of Kunaev University, Doctor of Legal Sciences, Professor, Honored Worker of the Republic of Kazakhstan, President of the Kazakhstan Criminological Association Omirali Zhalairi.

The conference was moderated by the Head of the grant project, Doctor of Legal Sciences, Professor Gulnar Alibayeva.

The conference brought together international and national scholars, representatives of the academic community, government bodies, local self-government authorities, public associations, and mass media. Among the international participants were representatives from China, Uzbekistan, Kyrgyzstan, Lithuania, and Poland, including deputies, professors, and legal experts. The Kazakh side was represented by leading scholars of Kunaev University, as well as representatives of other higher education institutions of the country, including Al-Farabi Kazakh National University, Narxoz University, Sorbonne-Kazakhstan Institute, Toraighyrov University, Turan University, and L.N. Gumilyov Eurasian National University.

Following the conference, participants emphasized the importance of further developing the system of local self-government, strengthening interaction between state bodies and the population, and improving legal mechanisms in this field.
