International round table on the topic: “Drug-related crimes and the limits of punishment”, held within the framework of the principle of “Law and Order.”
On March 17, 2026, a roundtable discussion titled “Drug-Related Crimes and the Limits of Punishment” was held at Kunaev University in cooperation with the Kazakhstan Criminological Association and the Commission on Human Rights under the President of the Republic of Kazakhstan, within the framework of the constitutional principle of “Law and Order.”
During the event, participants discussed current issues in combating drug-related crime, the limits of criminal liability, and challenges in law enforcement practice. Particular attention was paid to modern approaches to the prevention of drug-related offenses, international experience, and the protection of human rights in this area.
Welcoming remarks were delivered by the President of Kunaev University, Doctor of Law, Professor, Honored Figure of the Republic of Kazakhstan, President of the Kazakhstan Criminological Association Zhalairi Omirali Shakarapuly, as well as the Chairperson of the Commission on Human Rights under the President of the Republic of Kazakhstan, Doctor of Law, Professor Igor Ivanovich Rogov.
The roundtable was moderated by Candidate of Legal Sciences, Associate Professor of Kunaev University Tatyana Ivanovna Zinkevich.
Presentations were delivered by Vice President of the Kazakhstan Criminological Association, Head of the Department of Criminal Law, Criminal Procedure and Criminalistics at the Faculty of Law of Al-Farabi Kazakh National University, Doctor of Law, Professor Rima Erenatovna Dzhansarayeva; Executive Director of the Kazakhstan Criminological Association, Doctor of Law, Professor at the School of Law and Public Administration of Narxoz University Gulnar Aitchanovna Alibayeva; Candidate of Legal Sciences, Senior Lecturer at Kunaev University Galymazhan Isatayevich Togizbayev; and Senior Lecturer at Kunaev University Saliman Rakhmanovna Buranbayeva.
The roundtable brought together leading national scholars and practitioners, representatives of Al-Farabi Kazakh National University and Abai Kazakh National Pedagogical University, faculty members of Kunaev University, and students. This contributed to the development of academic dialogue and the enhancement of legal education among youth.
Following the event, participants emphasized the importance of further improving legislation in the field of combating drug-related crime, as well as strengthening the principles of legality and the rule of law.
