Alibekov Sailaubek Tynyshbekovich
Alibekov Sailaubek Tynyshbekovich was born on March 13, 1954, in the city of Alma-Ata. From 1974 to 1979, he studied at the Faculty of Law of S.M. Kirov Kazakh State University (now Al-Farabi Kazakh National University), where he received a higher legal education with a degree in Law and the qualification of a lawyer.
He holds the academic degree of Doctor of Law (2006) and was awarded the academic title of Professor in 2008. Since 2026, he has been serving as a Professor at Kunaev University. Over the years, he has held positions as Professor at the Kazakh Academy of Labour and Social Relations and the International Transport and Humanities University, Professor at the Faculty of Law of Al-Farabi Kazakh National University, as well as Head and Professor of the Department of International Law at Ablai Khan Kazakh University of International Relations and World Languages. From 1990 to 1994, he held senior positions in the Office of the President and the Cabinet of Ministers of the Republic of Kazakhstan, and earlier worked in legal departments of state authorities.
He is the author of more than 700 academic works, including over 70 books—monographs, textbooks, and teaching manuals. He has supervised the training of academic personnel and served as a member of dissertation councils. Since 1980, he has been actively involved in legislative drafting, contributing to the development of codes and draft laws in the fields of administrative, housing, and customs legislation.
He has been awarded state and departmental honors, including the “25 Years of the Constitution of the Republic of Kazakhstan” medal, the title “Best University Teacher,” the badge “For Contribution to the Development of Science of the Republic of Kazakhstan,” and the medal “Honorary Specialist of the Republic of Kazakhstan.”
