Alibayeva Gulnar Aitchanovna
Alibayeva Gulnar Aitchanovna was born on May 21, 1963, in Karabulak settlement of Almaty oblast. Doctor of Law (2010), Associate Professor (2002).
In 1982, she graduated with honors from Taldykorgan Law School. In 1986, she successfully graduated from Sverdlovsk Law Institute. From 1986 to 1988 she worked as a lawyer at the Battery Plant in Taldykorgan, from September 1988 to 1995 she worked as a teacher at Taldykorgan Law School. In 1995 she entered the postgraduate course of KazNU named after Al-Farabi and in 1998 she defended her PhD thesis in major 12.00.02. on the topic: "Development of organizational-legal bases of activity of local executive authorities". Along with teaching, she held the position of Dean of the University from 1998 to 2005, Academic Secretary of the Joint Dissertation Council of D.A. Kunayev University from 2001 to 2010. In 2010 she defended her doctoral dissertation in major 12.00.02 on the topic: "Theoretical problems of improving the legal status of the executive authorities of the Republic of Kazakhstan". Since 2011, she has been the Pro-Chancellor for Research and Development and is a member of the Academic Methodological Association for the group of majors "Law" of the Ministry of Education and Science of the Republic of Kazakhstan, and a member of the dissertation council of the Kyrgyz State Law Academy under the Government of the Kyrgyz Republic, Bishkek.
At the same time, she gives lectures on the subjects: "Administrative Law of the RoK", "Administrative Law of the RoK and LS", "Public Service and Administration".
She has more than 90 scientific publications, including monographs, textbooks, and training manuals. In co-authorship she developed and published a textbook for 10th grades "Fundamentals of Jurisprudence" and "Jurisprudence: Chrestomathy". Textbook "Administrative law and administrative process: in questions and answers", "Executive power in the Republic of Kazakhstan: problems and prospects of development". "Executive Power in Kazakhstan: Issues and Future Development”. Monographs: "Local executive bodies in the system of state power", "Bodies of executive power: theoretical and legal study", "Executive power in the Republic of Kazakhstan: strategy of modernization".
For high performance in scientific, educational, and educational work in 2003 Alibayeva G.A. was awarded with the breastplate "For contribution to the development of science of the Republic of Kazakhstan", in 2012 - a diploma of the Minister of MES RoK, as well as in 2012 was awarded with the title "Best Teacher of the University". She was awarded with a jubilee medal for the 20th anniversary of the Constitution of the Republic of Kazakhstan.
